Xchange Connect

Xchange Connect provides transparency into the data flow linking health insurance exchanges and insurers. The bidirectional feed of information effectuates memberships, reconciles payments, performs terminations and cancelations and provides a workflow for the end users. This solution provides insight into each transaction utilizing a sophisticated user interface.

Encounter Plus

Today, there’s never been a more urgent need for Medicaid health plans to operate more efficiently and capture the acuity of their members. Now the Hudson Center, the leader in public health plan technology solutions, can help you reach both goals with one extraordinary product, Encounter Plus™.

Insight Plus

InsightPlus™ is a centralized data collection system that allows Health Homes, Care Managers, Health Plans, and Care Management Agencies to manage and store patient information. With InsightPlus™, everyone’s on the same page, so your patients can come first.

FEEA

FEEA ™ is an end-to-end enrollment and eligibility system. It provides an enterprise-wide workflow solution for the collection of a client-defined data set, using a customizable rules engine to determine eligibility results and to generate desired forms. FEEA is currently utilized to automate and streamline enrollment into New York State managed care programs, and can be configured for other states’ government programs.

EnrollNY Private Portal

EnrollNY Private Portal is a web-based tool that can be custom-branded for each client. It facilitates the collection of data directly from a consumer, and is actionable by the end user. The data is fed to an eligibility system, CRM, or other database in use by the client. As an end-to-end solution, EnrollNY Private Portal directly integrates with FEEA to determine potential eligibility and to populate state-required applications.

Custom Development

The Hudson Center designs and develops software customized to meet the unique needs of each client. Our work starts with an in-depth business analysis process. Working as a team, we carefully consider whether the client’s needs can best be met by augmenting an existing system, or whether a stand-alone solution is required. HRA Connect

HRA Connect™ is a management tool that facilitates and automates the electronic transmission of enrollment data between organizations participating in New York’s Managed Long-Term Care (MLTC) programs, and the New York City Human Resources Administration (HRA). HRA Connect compiles application data either through an integration with a source data system, such as Hudson Center’s FEEA solution, or through a manual upload from another system.

An independent, not-for-profit organization, the Hudson Center supports the delivery of high quality health care for all people. We create information technology solutions to streamline access to health care programs for people who need them, and we advocate for policies that will improve the lives of all – patients and health care providers – to ensure high-quality, cost-effective, humane health care for all people. As the national health information infrastructure grows, the Hudson Center will continue to contribute by designing and offering tools that streamline administrative and clinical practices and interoperability of data.

Who We Are

Hudson Center for Health Equity & Quality is a not-for-profit health care advocacy and technology company founded in 2004 to streamline administrative processes for government programs and reduce health system costs for all stakeholders, including government payers. Hudson Center has implemented systems in New York State that facilitate speedy, online processing of Medicaid applications, benefiting millions of New Yorkers in public insurance programs, as well as providers, health plans, and agencies that administer public programs.

Consistent with its mission, Hudson Center works closely with designated New York Health Homes to develop technology that supports business processes and care coordination with the goal of improving care, improving the experience of care, and reducing costs. Hudson Center has worked with regional Qualified Entities (QEs – formerly Regional Healthcare Information Organizations, or RHIOs) to ensure effective information sharing among health care teams, including compliance with requirements outlined by the New York State Office of Health Insurance Technology Transformation.

The New York State of Health (NYSoH) insurance “Marketplace” requires health insurers to communicate electronically via standard HIPAA transactions. Hudson Center has developed an application – called Xchange Connect – that enables robust and compliant transactions between health plans and the NYSoH. Features and functions include member management and payment system reconciliation, invoicing, workflow management and reporting, all which save time and reduce transaction processing costs.

What We’ve Done

• 2004 – Launched the Facilitated Enrollment Electronic application, the first “end-to-end” Medicaid health plan electronic enrollment tool
• 2006 – Launched EnrollNY, a public access, online enrollment tool
• 2007 – Delivered the first successful facilitated enrollment transaction to NYC EDITS
• 2008 – Developed a system that generates CHP KIDS files, works the error handling, allows for proper resubmissions and ensures accuracy
• 2009 – Developed MEDS software that manages encounter data and incorporates a sophisticated workflow for users that delivers 99%+ acceptance rates
• 2010 – Created a 2-1-1 custom portal for managing calls for prenatal women
• 2012 – Built an A/R system for submitting and reconciling Medicaid and FHP premium
• 2013 – Built an application to decipher NYSoH 834’s
• 2013 – Built Health Home software for Care Management Agencies, Care Managers and others to work Health Home member data
• 2014 – Launched CHP Recertification application for CHP members to renew online
• 2017 – Developed an electronic enrollment system for Managed Long-Term Care programs, to comply with New York City Human Resources Administration’s EDITS automated system.

Georganne Chapin

Founder and CEO
For three decades, Georganne Chapin has advocated and worked toward cost-effective, high quality, humane health care for all. Former CEO of Hudson Health Plan, she founded the Hudson Center for Health Equity and Quality in 2004. She holds a BA in anthropology from Barnard College, an MPhil in sociomedical sciences from Columbia University, and a JD from Pace University School of Law.

Sherri M. Ehrlich

Senior Director, Business Development and Account Management
Sherri is an accomplished business leader and strategic partner, skilled in linking business objectives with solutions. She has excellent consultative, planning, and relationship-building skills, and a record of establishing and maintaining client engagement. Sherri received her MBA degree from Iona College.

ANTHONY COSGROVE

Program Director – Enrollment Solutions
Anthony has 15 years of experience in healthcare technology. He is a subject matter expert in the area of enrollment into government funded healthcare programs such as Medicaid, Child Health Plus and Medicare managed care. He leads the Hudson Center’s efforts around Enrollment Solutions.

Sherin Jacob

Program Director – Licensed Solutions
Sherin’s expertise is in business analysis, new business development and quality assurance. Prior to joining the Hudson Center in 2015, she was a data analyst at a New Jersey hospital in the Quality and Patient Experience department. She has a Master’s in Public Health from New York Medical College.

Diana Tognetti

Quality Assurance Manager
Diana is the Hudson Center’s Quality Assurance Manager. She is responsible for designing, implementing and leading QA initiatives, and developing automated solutions for software functional and regression testing. Diana holds a Bachelor’s degree in Computer Information Systems from Manhattan College.

Marisel Rivera-Stuck

Operations Manager
Marisel brings knowledge and experience in customer support, client training, documentation and medical billing software, and is responsible for client communications, project coordination and general office management for the Hudson Center. She holds a Master’s degree in Public Administration from Pace University.
